UNESCO-ICHEI Higher Education Digitalisation Pioneer Case Award (2023) Winning Cases
The Pioneer Award directed by UNESCO-ICHEI aims to showcase, through case studies, the positive explorations, innovative experiences, and successful practices of the partners of the International Institute of Online Education (IIOE) in the field of higher education digitalization to the world. In 2023, the theme of the first Pioneer Award was "Reform and Innovation of Blended Learning in Higher Education". The selection was carried out in aspects such as classroom teaching and innovation, resource construction, student support, institutional governance and strategic transformation, and the promotion of balanced development of education. -
Co-constructing a global ecosystem for higher education digital transformation ——International Institute of Online Education Developmental Report (2019-2022)
On the occasion of the third anniversary of the establishment of the International Institute of Online Education (IIOE), the IIOE Secretariat compiled and released this report. The report systematically summarises the digital transformation needs of higher education institutions in developing countries that have participated in the IIOE. Through a cross-border and public-private institutional cooperation mechanism of "extensive consultation, joint contribution and shared benefits", it presents successful cases of building an international public education platform, providing public welfare online courses and training, and systematically empowering the digital capabilities of university teachers. -
IIOE Quality Assurance 2.0: Framework and Toolkit for Driving and Supporting Online and Blended Teaching and Learning
The framework developed in IIOE QA 2.0 is the updated version of the framework developed in IIOE QA 1.0. It responds to the challenges identified by IIOE partner HEIs in transition to online and blended higher education during Covid-19 and beyond in its new components and sub-components. Meanwhile, IIOE Quality Assurance Framework 2.0 studied promising practices from the latest developed or updated quality assurance frameworks in the world. -
The IIOE Competency Framework for the Higher Education Workforce
The IIOE Competency Framework for the Higher Education Workforce (IIOE-CFHEW) demonstrates innovative ICT competencies that proactively respond to current and future challenges for a digital higher education ecosystem. The IIOE-CFHEW provides higher education workers (HEW) with a pathway, a guideline, and a set of tools to support the systematic application and enhancement of ICT capabilities among teaching staff, administrative personnel, and support staff at all levels, and to make adjustments to meet the localized development needs of partner institutions. -
IIOE Quality Assurance Framework: Improve Institutional Capacity for Online and Blended Teaching and Learning
IIOE QA Tool aims to provide a comprehensive guidance to support partner HEIs to improve institutional capacity for online and blended teaching and learning, which will facilitate partner HEIs to implement IIOE in their current settings. IIOE QA Tool is an online self-assessment and a report is generated to provide an overview of the institution's capacity to drive and support online and blended teaching and learning and make recommendations to enhance that capacity. -
International Institute of Online Education (IIOE): Harnessing the Belt and Road Initiative to Enhance the Access of Developing Countries to Quality Higher Education
Leveraging the Belt and Road Initiative, the International Institute of Online Education (IIOE) is committed to increasing access to high-quality higher education opportunities in developing countries. The document encompasses aspects such as the mission and objectives of the IIOE, its organisational structure, the responsibilities of partner institutions, support mechanisms, as well as curriculum development and quality assurance. It aims to assist developing countries in achieving transformations in higher education and contribute to the realisation of Sustainable Development Goal 4 and the Education 2030 Agenda. -
UNESCO-Shenzhen Funds-in-Trust Project for Higher Education: Building staff capacity for ICT-driven innovation in Cambodia and Sri Lanka
This document introduces the higher education project funded by the UNESCO-Shenzhen Trust Fund. It was carried out in Cambodia and Sri Lanka from 2016 to 2019. The objective of the project is to utilise information and communication technologies (ICTs) and strategic partnerships to increase access to high-quality higher education in Cambodia and Sri Lanka. The project outcomes include the publication of books, the conduct of evaluations, the provision of grants, the launch of tools, etc., which are of great significance for promoting the development of higher education in the region and achieving Sustainable Development Goal 4. -
Strengthening Quality Assurance in Higher Education in Africa: UNESCO-Shenzhen Funds-in-Trust Africa Project
UNESCO-Shenzhen Funds-in-Trust Africa Project is aimed at strengthening the higher education systems through the development of quality assurance mechanisms. Launched in 2017, the project has a lifespan of three years and is supported by the government of the People's Republic of China and the Shenzhen Municipal People's Government . This project establishes quality assurance mechanisms to enhance the higher education systems of ten African countries, covering areas such as improving institutional capabilities and supporting system construction. It also involves cooperation with multiple parties to facilitate the implementation of the project. -
Policy Brief-Building ecosystems for online and blended learning: Advancing equity and excellence in higher education in the Asia-Pacific
The policy brief focuses on higher education in the Asia-Pacific region and explores online and blended learning in the context of the pandemic. It introduces the eight key dimensions and development stages of blended learning, lists excellent practical cases such as the IIOE (International Institute of Online Education), proposes an action plan to promote innovation in blended learning, looks ahead to future trends, emphasizes the importance of blended learning in improving education quality and promoting equity, and also provides relevant assessment tools and extended materials. -
UNESCO-ICHEI Smart Classroom Concept Note
The Smart Classroom Project (SCR) is one of the flagship projects of the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI). It is committed to assisting higher education institutions in developing countries in Asia and Africa to improve their hardware infrastructure, support online blended teaching, and accelerate the digital transformation of higher education. The Smart Classroom aims to provide a humanized and intelligent interactive space for teaching activities, mainly relying on the learning management system and the learning situation analysis system as software support.
