University of the Philippines Open University

The University of the Philippines Open University (UPOU) is the fifth constituent university of the University of the Philippines System, established in 1995 as the successor to the UP Distance Education Program. As a public research university, UPOU primarily operates through virtual instruction, while maintaining a physical campus in Los Baños, Laguna, which houses its administrative and faculty offices. It also operates Mega Learning Hubs in Manila and Cebu. UPOU offers accredited undergraduate and graduate degree programs, diploma courses, and Professional Teaching Certificates (PTC) to students in over 70 countries worldwide. In 2019, the university had an enrollment of 4,086 students, accounting for 7.3% of the total student population within the UP System. UPOU uses a free and open-source learning management system called Moodle to support its online learning platforms. Massive Open Distance eLearning (MODeL) is its official platform for offering MOOCs on a variety of subjects, while MyPortal serves as the official student portal for its degree programs. Recognized by the Commission on Higher Education as the National Center of Excellence in Open Learning and Distance Education, UPOU leads the Consortium of Open Distance Education Providers in the Philippines (CODEPP) and is a member of the International Council for Open and Distance Education (ICDE).
