Experts from ASEAN Gathered to Discuss the Future of IIOE

Following the IIOE South Asia Consultation in November, UNESCO-ICHEI together with ASEAN University Network (AUN) jointly held the IIOE ASEAN Consultation. The consultation focused on the professional development of university teachers, with the aim of understanding the current situations, needs and experiences of higher education in ASEAN countries, which will serve as an important reference point for IIOE to design and implement projects and initiatives related to the digital transformation of higher education in the region.



This consultation invited experts in the field of higher education from nine countries - Thailand, Indonesia, Malaysia, Brunei, Singapore, Laos, Vietnam, the Philippines and Cambodia - as well as representatives from the ASEAN Secretariat to share their experiences and case studies in the area of digital transformation of higher education, and to make recommendations on how to enhance the digital teaching and learning capacity of university teachers in Southeast Asia and the future development of IIOE. The experts reached a consensus that the professional development of university teachers plays a key role in the digital transformation of higher education, and that countries need to further deepen cooperation in multiple dimensions, such as policy enactment, infrastructure development and financial investment, to jointly address the challenges.


Summary of recommendations for IIOE development by experts from ASEAN countries:


1、The IIOE-based cross-institutional and cross-regional teacher learning community has been effective in promoting the development of teachers' professional capacity. In the future, IIOE should further promote experience sharing and practical cooperation among partners within the network, so as to optimise IIOE regional resource mobilisation.


2、When training teachers in digital teaching competencies, universities should take full account of the variability of teachers' competency levels and needs, so as to develop individualised training programmes and diversify training approaches to meet different needs.


3、The establishment of the IIOE National Centres will help to localise the contents of IIOE. It is particularly crucial for IIOE to receive support and guidance at the national level, which will enable more local universities to participate in the IIOE network, thus improving resource sharing and achieving joint improvement.


4、With the continuous improvement of teachers' digital teaching and learning capacities and the popularity of online education, IIOE should pay more attention to the diversified assessment methods of online education, which is an important trend for regional development as universities establish the evaluation system and quality assurance system for online education.


5、IIOE platform can help universities strengthen cooperation with enterprises and continuously improve teaching methods as well as supplement teaching materials with the development and application of digital technology, thus continuously improving the quality of teaching learning of higher education and eventually cultivating qualified talents that meet the requirements of the digital era.



At the end of the consultation, representatives from the participating ASEAN countries highly appreciated UNESCO-ICHEI's contribution to the digital transformation of higher education and looked forward to expanding multi-dimensional cooperation between ASEAN universities and UNESCO-ICHEI within the framework of IIOE to facilitate the digital transformation process in Southeast Asia.
