At 1:00 p.m. on 16 May 2022, Barcelona time, Professor LI Ming, Director of the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI), met with Professor Silvia Florea, Director of the UNESCO Chair in Quality Management of Higher Education and Lifelong Learning of "Lucian Blaga" University of Sibiu (LBUS) during the 2022 World Higher Education Conference (WHEC2022). Professor Silvia Florea introduced the Chair's work in Romania and Eastern Europe in the meeting. Both parties exchanged opinions on multiple topics, particularly bilateral cooperation on higher education digital transformation in Eastern European countries and the feasibility of the Chair supporting IIOE's work through consultancy. Ms. DUAN Xiaotong, Senior Programme Officer at UNESCO-ICHEI, also attended the meeting.

The UNESCO Chair system is part of the UNESCO University Twinning and Networking Programme (UNITWIN) initiated in 1992 to implement projects or conduct evaluations through cooperation with global experts and universities. The UNESCO Chair in Quality Management of Higher Education and Lifelong Learning is located at LBUS in Romania. It has been part of UNESCO's network of experts in higher education quality assurance since 2011, chaired by Professor Silvia Florea.
