Meeting Background

The breadth and depth of AI applications in education are currently expanding, with GenAI, such as ChatGPT, gaining widespread adoption in the global education sector. This phenomenon warrants consideration by all educators, as it holds significant implications for the future of education. In June 2023, Stefania Giannini, Assistant Director-General for Education at UNESCO, stated in Generative AI and the Future of Education that "Generative AI opens new horizons and challenges for education. But we urgently need to take action to ensure that new AI technologies are integrated into education on our terms." In this context, leaders and teachers of the higher education system in Southest Asia face an urgent need to effectively leverage this technology to enhance teaching, management, and governance.


The International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI), has been committed to expanding quality and equitable education opportunities through collaborations with flagship universities in various countries to strengthen their capacity in digital teaching and learning, as a way of promoting digital transformation in higher education institutions. In 2023, UNESCO-ICHEI officially released the White Paper on Higher Education in the Era of Artificial Intelligence during the International Institute of Online Education (IIOE) Global Partners Summit 'Transforming Higher Education in the Age of AI'. The White Paper attempts to discuss and share insights, practices and recommendations regarding integrating AI in higher education with IIOE global partners. In 2024, following the summit and white paper, UNESCO-ICHEI is going to co-organise a series of regional high-level policy dialogues to further facilitate the integration of GenAI in higher education, together with IIOE National Centres and regional partners. The first high-level policy dialogue in the Southeast Asia region will be followed by regional high-level policy dialogues in Central Asia, Arab States, and Africa.


Themed "Leading effective integration of GenAI in higher education", the dialogue will gather around crucial stakeholders in higher education areas in the Southeast Asia region, including senior officials from the ministries in charge of higher education in Southeast Asia countries, presidents, vice-chancellors and representatives from higher education institutions (HEIs), representatives of enterprises and international organisations. The event aims to establish a policy dialogue and exchange mechanism for multi-stakeholders in Southeast Asia, discuss topics such as the integration of GenAI into higher education and teacher professional development, provide suggestions to higher education stakeholders in Southeast Asia and formulate a collaborative action plan in the region.

Prof. Dr. rer.nat. Abdul Haris

Director General of Higher Education, Research, and Technology Ministry of Education, Culture, Research, and Technology, Indonesia

Before serving as Director General, Prof. Dr. rer. nat. Abdul Haris was the Chair of the Accreditation Assembly at the Independent Accreditation Institute for Natural Sciences and Formal Sciences (LAMSAMA). With his experience in accreditation, teaching, and academic leadership, Prof. Haris is expected to make a positive contribution to improving the quality of higher education in Indonesia. Prof. Haris is a member of the academic staff at the Department of Physics, Faculty of Mathematics and Natural Sciences, University of Indonesia. He obtained his Bachelor’s and Master’s degrees from the Department of Physics, Faculty of Mathematics and Natural Sciences, University of Indonesia. He continued his Doctoral Study in the Field of Geophysics at Kiel University, Germany.



Prof. WANG Libing

Chief of Section for Educational Innovation and Skills Development (EISD), UNESCO Bangkok Office

Mr. WANG Libing is currently Chief of Section for Educational Innovation and Skills Development (EISD) based at UNESCO Asia and Pacific Regional Bureau for Education, Bangkok, Thailand. His areas of responsibility with UNESCO cover higher education, teacher education, TVET, and research and foresight in Asia and the Pacific region.

Prior to joining UNESCO, he was a Professor of Comparative Education at Zhejiang University, People’s Republic of China. His career in China was closely related to UNESCO as he had served as director of UNESCO-APEID Associated Centre at Zhejiang University for more than ten years. He was secretary of the Global University Network for Innovation: Asia and the Pacific (GUNI-AP) from 2002 to 2012, and had coordinated the operation of the regional network since its inception in 2002. He was a member of the Asia-Pacific regional follow-up committee to the 1998 World Conference on Higher Education and a long-time consultant to the Chinese National Commission for UNESCO.




Dr. Roger Y. CHAO Jr. Asst. Director

Head of Education, Youth and Sports division Association of Southeast Asian Nations (ASEAN) Secretariat

Dr. Roger CHAO Jr. is currently Asst. Director/Head of Education, Youth and Sports at the ASEAN Secretariat. Since 2013, he has been engaged in the international education development sector in various capacities in various organizations including UNESCO, UNICEF, the European Commission, DAAD and the British Council. Dr. Chao has published in commissioned international reports, academic journals and edited volumes, and international media on regionalization and internationalization of higher education, teacher education, recognition of higher education, education and the 4th industrial revolution, and refugee education. He has a PhD on Asian and International Studies from City University of Hong Kong, a European Masters in Lifelong Learning: Policy and Management from a consortium composed of the Danish School of Education, Aarhus University, University of Deusto, and the Institute of Education, University of London, and a Master’s in Education (Mathematics) from the University of the Philippines.



Dr. Sungsup RA

Visiting Professor, Korean Development Institute; Former Deputy Director General, Asian Development Bank (ADB)

Mr. Sungsup RA leads ADB-wide strategies, knowledge, partnerships, and innovations in the education, energy, finance, health, transport, urban, and water sectors. Prior to his current role, Mr. Ra was Director of the South Asia Human and Social Development Division (SAHS) and Chair of the Education Sector Group for more than ten years. Since he joined ADB in 2001, he worked in various leadership capacities, including as Director of the Pacific Strategy and Special Operations, as Senior Advisor to the Managing Director General, and as Deputy Country Director for Bangladesh and Nepal.



Mr. MAK Ngoy

Director General of Higher Education, Ministry of Education, Youth and Sport, Cambodia

Mr. Mak Noy completed a Master's degree in Educational Administration at the University of New England in Armidale through the Australia Awards scholarship programme. The skills he had gained as part of his educational administration studies, particularly in policy formulation, management, and leadership in higher education, means that he continues to be involved in a wide range of education sector committees, planning and strategies. During his tenure as Director General of the Department of Higher Education, Ministry of Education, Youth and Sport, Mr. Mak Noy has been working to strengthen cooperation with partner institutions and organisations, such as a visit to the Education University of Hong Kong to share insights into practices and lessons learnt to enhance higher education teaching and learning quality and equity in Cambodia.



Prof. Dato. Ts. Dr. Norazah

Mohd Nordin Deputy Vice-Chancellor, Universiti Kebangsaan Malaysia (UKM, The National University of Malaysia), Malaysia

Professor Dato’ Dr. Norazah Mohd. Nordin (BSc. (Math), Florida State Univ., USA, MSc. (Math), Cal State Univ., USA, PhD (Information Sc.), UKM, Dip. Ed. (UTM). Dr Norazah Nordin is a Professor of ICT in Education and the Dean of the Faculty of Education at Universiti Kebangsaan Malaysia. Her research areas include Massive Online Open Courses (MOOC), Mobile Learning, ICT in Lifelong Learning, and Instructional Design in Online Learning and Futuristic Learning. Her current projects are the development of MOOCs, Learning Design in the 4th Industrial Revolution, and the 4IR Cross-Creative Learning Innovation for Autism and Learning Spaces. She is an active member of the Asia-Europe Meeting (ASEM) Lifelong Learning Hub, representing Malaysia for Research Network 1, ICT Culture. Presently, she is an Editorial Board Member of The Internet and Higher Education, an Elsevier Journal, a Q1 in the Web of Science.



Dr. Chawin Chantharasenawong

Vice President, King Mongkut's University of Technology Thonburi, Thailand

Chawin Chantharasenawong is an experienced researcher and academician with over a decade of experience in the field of engineering. He holds a PhD in Aeronautics from the Imperial College London and has since contributed to the field of wind energy, Formula Student racecar and, most recently, remote education technology. Together with his co-researchers, his team has published over 20 research articles in leading engineering journals and presented his work at numerous international conferences. Chawin has held several administrative positions. He is currently the Vice President for Internationalization at King Mongkut’s University of Technology Thonburi, Deputy Manager for International Affairs for the Princess Maha Chakri Award Foundation and a Board of Trustees member at Concordian International School.



Dr. Carl Michael F. Odulio

Vice-Chancellor, University of the Philippines Diliman, Philippines

Dr. Carl Michael F. Odulio holds a PhD in Electrical and Electronics Engineering from the University of the Philippines Diliman (UP Diliman), with wide experience in power electronics and electric motor drives. He serves as the Associate Dean for Administration at the College of Engineering, UP Diliman, and published several research articles in leading journals. Dr. Odulio currently acts as the Vice Chancellor for Research and Development at UP Diliman, which formulates policies and guidelines on research and development; provides assistance in the generation of resources needed to support R D thrusts; coordinates with offices, agencies and institutions in the regular dissemination of information to the university's research community.



Dr. Romyen Kosaikanont

Director, SEAMEO Regional Centre for Higher Education and Development

Dr. Romyen Kosaikanont is currently the Centre Director of the Southeast Asian Ministers of Education Organization Regional Centre for Higher Education and Development (SEAMEO RIHED) and previously served as a former Vice President for International Affairs of Mae Fah Luang University, Thailand. She has long been actively engaging in higher education harmonisation and internationalisation processes in Thailand and the region. She is one of the pioneers in establishing the intra-regional mobility the Asian International Mobility for Students (AIMS) Programme. On the regional level, she has served as a regional expert in projects such as the DAAD International Dean Course, the Japan ASEAN Integration Fund (JAIF) for the Capacity Building Project for the Greater Mekong Subregion, and the CIDA Sustainable Environmental Management Project. Dr. Romyen is committed to fostering collective learning as well as co-creating a common space for higher education for equitable and sustainable development of this region.



Prof. Paulina Pannen

Senior Expert, Indonesia Cyber Education Institute, Indonesia

Prof. Dr. Paulina Pannen, M.L.S., earned her Doctoral degree in Instructional Design, Development and Evaluation from Syracuse University, USA. She has over 30 years of experience in national and international education, including her tenure as director of the Regional Open Learning Center of the Southeast Asia Ministers of Education Organization (SEAMEO SEAMOLEC), Vice Rector of Academics and Student Affairs at Universitas Siswa Bangsa International, Dean of Faculty of Education at Universitas Terbuka, chairman of several task forces on higher education quality development and improvement programs under the auspices of DGHE, including the development of the Indonesian MOOCs and e-learning, distance education, educational technology and curriculum development, writes in scholarly journals, and speaks at national and international education forums.



Prof. Ojat Darojat

Rector, Universitas Terbuka (Open University Indonesia), Indonesia

Prof. Ojat Darojat started from Head of Study Programme, Head of the Department, and Vice Dean III at Faculty Pedagogy and Education of Indonesian Open University (FKIP-UT), Head of Distance Learning Education Program Unit – Indonesia Open University (UPBJJ-UT) Bogor, Director of the Institute of the Development of Teaching and Examination Materials and Information System of Indonesia Open University (LPBAUSI-UT), and ultimately, making his way up to the top as the number 1 person in UT. His services at Indonesia Open University began in 1991, and he has always been there until today.
